With relevance for the whole
range of curriculum content, including languages, this government
policy document initiated debate about a new and more coherent
offer for learners aged 14-19. It introduced formally for the
first time discussion of:
- Balance between “mastering
the basics” and learners’ preferences and aspirations
- Availability of high
quality vocational learning offering access to higher
education
- Recognition for both
academic and vocational achievement, potentially through one
umbrella qualification
