Raising skills, improving life chances (Department for Education and Skills (DfES), March 2006)

The Raising skills White Paper takes forward the Foster Review recommendations and sets out a programme of change to help Further Education play a significant part in delivering the Government’s ambitions for a high skills economy. 

This White Paper builds on the existing 14-19 Education and Skills White Paper and the Skills Strategy to support the raising of skills and qualification levels for young people and adults.

It reinforces the move to a model of education and training premised on articulated demand from employers and individuals.
