Committee of Ministers, Recommendation to Member States no. R (98)
6 concerning Modern Languages (Council of Europe, March
1998)
The document sets the scene
for development of languages policy in member states of the
European Union and further afield for the foreseeable future, on
the understanding that:
... the needs of a multilingual and
multicultural Europe can be met only by appreciably developing
Europeans' ability to communicate with one other across linguistic
and cultural boundaries and that this requires a sustained,
lifelong effort which must be encouraged, put on an organised
footing and financed at all levels of education by the competent
bodies (Page 33)
The measures and principles touch all aspects
of education, training and wider society.
